Where these numbers come from

Lisbon and Madrid land almost on top of each other, so this comparison turns on how you live rather than which country is cheaper. Using city-centre rent plus Numbeo's single-person spending estimate, a single American needs about $2,589 a month in Lisbon and $2,576 in Madrid. That is a $13 gap, or 1% of the total, and it favors Spain by a hair. Prices shown in US dollars. Check current exchange rates. Local-currency figures were converted once to static dollars at these rates: euro at $1.1344. Each rate is the one implied by Numbeo's own dollar display of the same city page, dated to that page's update (September 2026). Other cities were read in dollars directly.

The two budgets are built differently. Lisbon rent for a one-bedroom in the centre runs $1,610 against $1,521 in Madrid, so Portugal is $89 dearer on housing. Day-to-day spending flips the other way: $979 in Lisbon versus $1,054 in Madrid, leaving Portugal $75 cheaper. The gap in utilities is similar in direction, $167 in Lisbon and $191 in Madrid for an 85 sq m flat. Rent and everyday costs cancel almost exactly for one person.

A couple breaks the tie. Add a second adult at 1.8 times the single non-rent figure, which is our assumption because shared rent and utilities do not double, and the totals become $3,372 in Lisbon and $3,419 in Madrid. Portugal now wins by $47 a month, about $559 a year, because its lower daily costs apply twice while the higher rent applies once. Move out of the centre and a single renter saves even more in Portugal: $2,190 against $2,237, a $48 monthly edge.

Entry rules do not separate them. Both are Schengen countries, so an American can visit for 90 days in any 180 without a visa, and the State Department lists a passport validity of three months beyond departure for each. Staying longer needs a national long-stay visa from the relevant consulate. We could not read a verified income threshold for either country's retirement or remote-work visa in this review, so check the consulate page before you budget around a number. Health cover looks the same on paper because a private benchmark is priced per person, not per country. SafetyWing's Complete plan costs $177.50 a month for ages 18 to 39, or $355 for two such adults, and that sum moves neither city's ranking. What would change the picture is public-system access tied to your visa, which varies, so get that answer in writing.
