Where these numbers come from

Portugal sits in the middle of the pack for Western Europe. Numbeo, updated 30 September 2026, lists a one-bedroom at EUR 920 in a city centre and EUR 723 outside it, or $1,044 and $821 at 1 euro = $1.1355 (ECB, 30 September 2026). Prices shown in US dollars. Check current exchange rates. Its estimate for one person before rent is $770 a month, and a monthly transport pass is EUR 40.

Our budgets for one person are $1,497 low, $1,895 mid and $2,308 high. A couple sharing one home needs $1,951, $2,598 and $3,249. Basic utilities of EUR 121 plus EUR 36 internet come to about $178, so a coastal city rent, not bills, sets where you land in the range.

Two residence visas dominate. The D7 is for passive income such as pensions, and the D8 is for remote workers. The official visa portal ties the means of subsistence to the national minimum wage and shows EUR 820 for a single applicant, a figure dated 2024. A 2026 legal summary uses the new minimum wage of EUR 920, so D7 needs about EUR 920 a month ($1,045) and EUR 1,380 for a couple. It adds that the D8 needs four times the minimum wage, EUR 3,680 a month ($4,179).

That summary also says applicants should hold savings equal to a year of income in a Portuguese bank account. Because the official page I opened was out of date, treat the 2026 amounts as secondary-source figures and confirm them with the consulate or AIMA. The portal adds 50% for each additional adult and 30% for each child under 18.

Worked example: a couple with $3,200 a month in pension income is above the D7 line of about $1,567, and above a mid budget of $2,598. They would want roughly $38,400 shown in savings under the year-of-income rule. A single remote worker earning $3,000 a month would fall short of the D8 line of $4,179 even though the budget of $1,895 is affordable.

On health, International Living says private cover starts near EUR 30 a month for a young person, and a couple in their 60s pays about EUR 300 a month for comprehensive cover. We use EUR 30, EUR 150 and EUR 200 a month for one person ($34, $170, $227). The high figure is our assumption. Proof of coverage is part of a temporary-visa file.
