Where these numbers come from
Portland suits cruise passengers who prefer to walk. The main berth is Ocean Gateway Terminal at the foot of India Street, and the Old Port district starts about four minutes west along Commercial Street. A second berth at Maine State Pier is used when two ships are in port together.
One guide warns that when a ship cannot tie up alongside and uses tenders, a typical nine-hour call shrinks to about seven usable hours, because each end costs 20 to 40 minutes. Check your daily program. Another guide notes that all-aboard is normally half an hour before the published departure, and the walk back from the far end of the Old Port takes about 15 minutes.
Walking the peninsula costs nothing, and the first ten minutes from the terminal are level. After that the terrain turns hilly. Portland Head Light sits more than three miles away and takes roughly 90 minutes round trip by taxi or rideshare, so it needs planning. No taxi fare was found on the pages opened, so none is quoted here.
Portland Discovery operates narrated trolley and harbor tours from 170 Commercial Street, about a 5 to 10 minute walk from the terminal. The single tours list at $39 for a one-hour city or harbor outing, $54 for the 1 hour 45 minute city-and-lighthouse tour or harbor cruise, and $64 for a sunset lighthouse cruise. The tours page states a season from April 27 to October 27, which covers the normal cruise calendar.
Worked example, two adults. A City and Lighthouse Tour at $54 each = $108. Adding the $54 harbor cruise for both brings the total to $216. A cheaper approach is one $39 Peek at Portland tour each = $78, then a free walk through the Old Port. A food-focused day using the $160 Culinary Trolley Tour for two is $320, which is competitive with many ship-offered tastings but leaves little slack against a short call.
If you are comparing the Maine coast, read the Bar Harbor guide, where tenders are standard, and the Halifax guide. Then run your day through the cruise excursion budget calculator. All prices shown are per adult, from the operator's listing on the check date.
