Where these numbers come from

Italy is the priciest of the seven countries in this set. Numbeo, updated 29 September 2026, lists a one-bedroom at about EUR 722 in a city centre and EUR 565 outside it, or $820 and $641 at 1 euro = $1.1355 (ECB, 30 September 2026). Prices shown in US dollars. Check current exchange rates. It estimates $1,012 a month for one person before rent, the highest non-rent figure here.

Our budgets for one person come to $1,524 low, $1,833 mid and $2,262 high. A couple sharing one home needs $2,093, $2,541 and $3,191. The difference from cheaper countries is utilities: EUR 202 for basic bills plus EUR 27 broadband is about $260, more than double the Mexico City equivalent. Transport is reasonable at EUR 38.70 for a monthly pass.

The visa is the elective residence visa, issued only to people who plan to live in Italy permanently without working. The Italian consulate in New York asks for proof of private income such as a pension or annuity, backed by bank letters and two years of tax returns, and a registered lease or purchase contract for the full period. The page says around EUR 31,000 per person a year is typical but states no fixed minimum. A dependent spouse can be included if resources suffice.

Worked example: a retired couple with $4,500 a month in pension and Social Security has $54,000 a year, comfortably above the guide. Their mid budget of $2,541 a month is $30,492 a year, leaving room for travel and a car. A single person on $2,000 a month ($24,000 a year) would fall short of the guide even though the budget above is affordable, which is why the income test matters more than the cost of living.

Health cover varies. International Living reports a nationwide Italian insurer charging a couple EUR 748 a year (about $75 a month), while a single-person budget line there is about $100 a month. We use $38, $69 and $100 for one person and $75, $105 and $135 for a couple. The state health service can reimburse care, but voluntary enrollment costs were not verified.
